I.Categories and Total Numbers of Export Control Lists of the US Department of Commerce

As of October 31,2024,there were a total of 3,870 entities on the restricted export control list maintained by the Bureau of Industry and Security (BIS) of the U.S.Department of Commerce.Among them,there were 1,012 entities from China,accounting for 26.1% of the total.

II.Export Control Entity List

(I) Total Number

The total number of entries on the Entity List is 3,081,an increase of 65 compared to September,and the number of entities involved is 3,040.Since one entity may be listed in multiple countries or regions,the number of entries will be greater than the number of entities.

The top five countries and regions in terms of the number of Entity List entries are:

• Russia:1,079entityentries,accountingfor35%ofthetotal.
• China:838entityentries,accountingfor27.2%ofthetotal.
• UnitedArabEmirates:182entityentries,accountingfor5.9%ofthetotal.
• Pakistan:163entityentries,accountingfor5.3%ofthetotal.
• Iran:112entityentries,accountingfor3.6%ofthetotal.

(II) Number of Chinese Entities Involved with Russia

Since the outbreak of the Russia-Ukraine war in 2022,a total of 150 Chinese (including Hong Kong) enterprises have been included in the entity list by the US Department of Commerce for their involvement with Russia.Among them,there were 1 batch of 5 new additions in 2022,5 batches of 67 new additions in 2023,and 78 new additions in 2024.In October 2024,11 new additions were made.

No changes.As of October 31,2024,there were 57 entities on the final military user list,all of which were Chinese companies.Since March 3,2022,Russian final military users have been transferred to the entity list management and marked with footnote 3.In addition,some Iranian and Chinese entities were included in the Russian final military user list due to their involvement in Russian military activities,marked with footnote 3 in the entity list.Currently,there are 6 Shanghai-based companies on the list,all of which were added on December 23,2020.

V.Export Control Denied Persons List (DPL)

No changes.As of October 31,2024,there were 559 entities on the list of rejected applicants,of which 17 had addresses in China (4 in Beijing,2 in Jiangsu,1 in Guangdong,9 in Hong Kong,and 1 in Shanghai).

VI.Analysis of the US Department of the Treasurys Economic Sanctions List (SDN)

(I) Total Number in October

As of October 31,2024,there were 16,623 entries on the U.S.Treasury Department’s Economic Sanctions List (SDN),an increase of 511 from September’s 16,132.Among these entries,775 were located in China,an increase of 63 from the previous month.There were 46 entities in Shanghai on the SDN list,with two new additions in October.

As of October 2024,the United States has continued to escalate its export control and sanction measures against foreign countries,particularly intensifying its regulatory efforts targeting Chinese enterprises.Whether it’s the updating of the Entity List or the expansion of the economic sanctions list,these measures have had a significant impact on Chinese companies.Higher requirements are put forward for the compliance of enterprises.For relevant enterprises,closely following policy dynamics,strengthening compliance review,and seeking the support of professional legal counsel are the keys to ensuring the continuous compliance of business.
