We are a foreign trade enterprise mainly engaged in cosmetics OEM processing, and this is the first time we handle general trade export on our own. Last week, we delivered a batch of cosmetics such as lipstick and eyeshadow to Yangshan Port, but our customs declaration was directly rejected for incomplete documents. Now the cargo is stored at the port, and we have to pay port demurrage and storage fees every day. I am too anxious to eat. The small freight forwarder we cooperated with before gave vague information, asking us to supplement ingredient test reports one moment and brand authorization letters the next. I am completely confused now: What core documents do I need to prepare for general trade export? For sensitive regulated goods like cosmetics, do I need to supplement additional special approval documents? What supporting materials do I need to add for re-declaration after this rejection? I am so afraid of making another mistake. If the shipment is delayed, we will not only pay penalty to the customer, but also may lose long-term cooperative orders. I am really anxious.

There are two common misunderstandings in the industry: first, mistakenly believing that "general documents work for all scenarios",for example, only providing a customs declaration form and invoice for regulated cosmetics cargo, second, ignoring "the validity of documents" and declaring with expired ingredient test reports.
These misunderstandings will directly trigger a chain of negative consequences: in mild cases, the declaration is rejected, resulting in port demurrage and storage fees,in severe cases, the cargo is detained by customs, causing shipment delay and customer claims, and even being listed on the Customs dishonesty directory, which affects the customs clearance efficiency of all subsequent cargo.
Proactive risk prevention measures: Sort out documents 72 hours in advance by cargo type (general/regulated) in accordance with the 2026 version of of the Customs, ensure that document information fully matches the commodity code, quantity and brand of the cargo, entrust an institution with Class A customs declaration qualification like Zhongshen to pre-review documents, avoid deviation caused by self-judgment.
Exclusive Stop-Loss Tips: If the declaration is already rejected, ask the Customs for the immediately, supplement documents precisely for the missing items, and at the same time apply for a 1-2 day grace period of exempted port demurrage to the port authority with the rejection certificate. Zhongshen can assist customers to submit the application with priority and improve the approval rate.

For general trade export customs declaration, core documents include customs declaration form, commercial invoice, packing list, and sales-purchase contract. These four are the basic basis for customs document review, and you need to ensure that fields such as commodity code, quantity, amount and trade mode are 100% consistent. For cosmetics that are subject to licensing regulation, you need to additionally provide the (i.e. inspection certificate), as well as the ingredient test report issued by a CNAS accredited institution. The report must clearly mark the proportion of each ingredient and confirm whether it meets the cosmetic safety standards of the export destination country. If brand authorization is involved, you need to provide the Chinese-English authorization letter issued by the brand owner, and the authorization scope must cover the cargo category and destination country of this export.

From the perspective of logistics link connection, export customs declaration documents need to be matched with manifest information in advance, ensure that the container number, seal number, and cargo weight, size and quantity on the customs declaration are fully consistent with the shipping company's manifest, avoid pre-entry failure of the manifest caused by information inconsistency, which will further delay customs declaration. If the cargo has entered the port but the declaration documents are incomplete, you can apply for temporary storage of the cargo in the port supervised warehouse, avoid entering the waiting-for-loading area directly which incurs higher demurrage. At the same time, if there is shipping space congestion or rolling over by the shipping company, you need to update the vessel name and voyage information on the customs declaration in time, and submit the updated manifest confirmation to ensure that the declaration documents are synchronized with the latest logistics information.

The completeness of export customs declaration documents directly affects the qualification of export tax refund. You need to ensure that the amount on the commercial invoice is consistent with the amount on the special value-added tax invoice, and the trade terms (such as FOB/CIF) on the sales-purchase contract match the transaction mode marked on the customs declaration, otherwise the tax system cannot pass the "four-flow consistency" verification, and you cannot process tax refund normally. For cosmetics cargo, if you enjoy the VAT deferral policy, you need to mark "VAT Deferral Declaration" on the customs declaration, and submit the simultaneously, so that the tax system can automatically identify the deferral qualification and avoid occupying enterprise cash flow by paying VAT in advance.

From the perspective of payment and collection compliance, the collection currency and amount on the export customs declaration need to be consistent with the SWIFT message information during subsequent settlement. If there is exchange difference, you need to mark "Explanation of Exchange Difference Reason" in the remark column of the customs declaration, and provide the corresponding bank slip as supporting. For cargo involving brand authorization, you need to ensure that the validity period of the authorization letter covers the payment collection cycle, avoid being listed as an abnormal payment and collection account during the verification by the foreign exchange administration due to expired authorization. If you use the CIPS system for cross-border RMB payment, you need to mark "RMB Settlement" on the customs declaration, and submit the CIPS payment certificate simultaneously to ensure the compliant matching between payment and collection and customs declaration information.

If export customs declaration triggers on-site customs inspection, you need to prepare physical samples consistent with the declaration documents, as well as original paper documents such as ingredient test reports and brand authorization letters in advance for customs officers to check. For cosmetics cargo, you need to ensure that the samples are fully consistent with the specification and packaging marked on the customs declaration, avoid failing the inspection due to inconsistency between samples and actual cargo. If the Customs requires laboratory testing, you need to cooperate by providing sufficient quantity of samples, submit the, and follow up the testing progress. If the test result is qualified, you need to submit the test report to the customs document review department in time to ensure quick release.

The export tax refund audit has extremely strict requirements on customs declaration documents. You need to archive customs declaration forms, commercial invoices, special value-added tax invoices, sales-purchase contracts, collection slips and other documents by order, and keep them for no less than 5 years. For cosmetics cargo, you need to additionally keep copies of ingredient test reports and inspection certificates, so that you can quickly provide supporting documents during tax adjustment correspondence. If the commodity code on the customs declaration is adjusted, you need to update the commodity name on the special value-added tax invoice in time, and submit the to the tax department, avoid rejection of tax refund application caused by inconsistent codes.
