I am the owner of a micro, small and medium-sized foreign trade enterprise engaged in outdoor camping equipment in Xiamen, having been in the industry for only half a year. Last month, I shipped 2 containers of goods to the EU for the first time, and hired a local small agent which charged me 8,200 yuan. However, I was charged an extra 1,600 yuan for customs declaration expediting fee and manifest adjustment fee later, which was not informed in advance at all. I was so angry that I almost filed a complaint. Now I have 5 containers of goods to be shipped to Los Angeles, USA, and am in urgent need of a reliable agent. However, the online quotations range from 3,500 yuan to 12,000 yuan, and I am completely confused about the rules. I would like to ask how the charges of Xiamen foreign trade export agents are calculated? Are there any common hidden charge traps? Are there exclusive discounts for micro, small and medium-sized enterprises like ours that ship 3 to 5 containers per month? Will the charges be bound with tax refund and foreign exchange settlement links?

The traditional charging model of Xiamen foreign trade export agents generally has the drawback of "low-price drainage + hidden charges". Many small agents attract customers with quotations 30% lower than the market price, and then charge additional fees in the name of customs declaration expediting fee, manifest adjustment fee, document review fee, etc. The hidden charge per container can reach 1,500 to 2,500 yuan, which directly leads to a cost overrun of more than 30% for enterprises, and even delays customs declaration due to fee disputes, causing risks of port detention fee and customs detention.

In response to the cost needs of micro, small and medium-sized enterprises, the fully transparent all-in-one charging model is available. The core pricing dimensions are container type (20GP/40HQ),proportion of cargo value (0.03% to 0.05%) and service level. Basic services include customs declaration, inspection application and manifest declaration, and full-link services additionally include tax refund advance, exchange rate difference locking and VAT deferral application. Among them,VAT deferral can help enterprises delay the payment of value-added tax in the importing country, saving 100,000 to 150,000 yuan of capital occupation cost per container, exchange rate difference locking adopts forward foreign exchange settlement and sale tools to avoid 1% to 3% of exchange loss caused by US dollar exchange rate fluctuations.

For micro, small and medium-sized enterprises with monthly shipment of 3 to 5 containers, the access threshold is only an annual export volume of less than 5 million yuan. They can enjoy a 15% discount on basic service fees, and are exempted from document review fees and manifest adjustment fees. Taking an order of 5 40HQ containers with a cargo value of 1.2 million yuan as an example, the total cost is about 17,500 yuan, which saves 7,000 to 8,000 yuan compared with the traditional hidden charging model. Combined with the benefits of VAT deferral and exchange rate difference locking,a single batch of orders can achieve cost hedging of 120,000 to 150,000 yuan, and the return ratio increases by more than 120%.

The customs declaration charging standard of Xiamen Customs is uniformly formulated by the state. The customs declaration service fee charged by the agency usually includes declaration fee, manifest transmission fee and price review auxiliary fee, among which the price review auxiliary fee is market-oriented charging, with a standard of 0.02% to 0.03% of the cargo value. If the agency does not inform the additional handling fee for price review disputes in advance, enterprises may pay an extra 1,000 to 3,000 yuan of port detention fee and price review defense fee due to customs price review queries. It is recommended to require the agency to issue a detailed list of customs declaration fees, and clarify the handling responsibility and fee bearer for price review disputes.

The export logistics charges of Xiamen Port include space booking fee, terminal handling charge (THC), container detention fee and free storage period service fee. The logistics service fee of the agency is usually 10% to 15% of the above fees as agency fee. If the agency does not lock the shipping space in advance, the space price may increase by 1,000 to 2,000 yuan per container due to space shortage. If the extension of free storage period is not applied, port detention fee of 500 to 1,000 yuan per container may be incurred. It is recommended to require the agency to provide a shipping space locking confirmation letter, and clarify the application responsibility and fee bearing for the extension of free storage period.

The charging standard for VAT deferral service in Xiamen is usually 0.03% to 0.05% of the cargo value. Some agencies include this fee in the basic service fee, while others charge it separately. VAT deferral can help enterprises delay the payment of value-added tax in the importing country, saving 100,000 to 150,000 yuan of capital occupation cost per container, but it needs to meet the VAT compliance requirements of the importing country. If the agency does not inform the compliance requirements in advance, enterprises may be fined 5% to 10% of the cargo value by the tax authority of the importing country. It is recommended to require the agency to provide a compliance scheme and detailed fee list for VAT deferral.

Foreign trade agency contracts in Xiamen usually specify the composition and payment method of service fees. If the agency does not specify the scope of hidden charges in the contract, enterprises may be charged additional fees in the later stage, such as handling fee for soft clauses of letter of credit, coverage fee for force majeure clauses, etc. It is recommended to require the agency to specify the composition and payment time of all fees in the contract, avoid vague clauses such as "the final fee is subject to actual occurrence", and require a contract version reviewed by legal personnel to clarify the responsibilities and obligations of both parties.

The inspection service fee of the agency is usually 10% to 15% of the above fees as agency fee.
