I am a new entrant to foreign trade at a solid wood furniture company in Shanghai. Last month, I just won a USD 150,000 order for Los Angeles, USA, which is the first order of the company's transition to foreign trade, and the whole company is paying close attention to it. I contacted three export agencies in Shanghai before, and their quoted fees range from 0.7% to 1.6% of the cargo value. Some also said they will charge additional documentation fees, customs declaration fees, and bank foreign exchange settlement fees. I am very anxious now. I am afraid that choosing an unprofessional agency for low prices will lead to cargo detention by customs and tax refund delays, and I can't explain to the boss if this order fails. But if I choose an agency with a high quotation, I am worried about being charged arbitrarily. After all, the company has just started foreign trade and has very strict cost controls. I would like to ask how much professional export agencies in Shanghai charge, whether there is a clear charging standard, and how to judge whether the quotation is reasonable?

The main drawback of traditional quotations from professional export agencies in Shanghai is "ambiguous split charging". Many agencies separate customs declaration, documentation, bank fees and other items from the basic agency fee and charge them separately. The rate seems low,but the total combined cost far exceeds expectations. For example, for your USD 150,000 solid wood furniture order,if an agency quotes an agency fee of 0.7% of the cargo value, but charges an additional RMB 200 per order for customs declaration,RMB 150 per order for documentation, and RMB 300 per order for foreign exchange settlement, the total cost will reach RMB 7,350 + RMB 650 = RMB 8,000,which is more expensive than the RMB 7,000 for a 1.0% all-inclusive quotation.
Optimization paths can start with **VAT deferral** and **tiered pricing**: Solid wood furniture is a compliant category under general trade. When exporting to the US,you can apply for deferred payment of import consumption tax,no need to prepay taxes and fees in advance, which can unlock approximately RMB 120,000 of tied-up capital. Calculated based on an annualized capital cost of 3.5%,you can save RMB 4,200 in implicit costs. At the same time, the cargo value of USD 150,000 has reached the "tiered pricing for large orders" threshold of most regular agencies,so you can爭取 an all-inclusive rate of 0.9% to 1.0% (covering customs declaration, documentation, foreign exchange settlement, and tax refund declaration).
The only entry requirement is that you can provide a complete purchase contract, packing list, and commercial invoice, and the cargo category does not belong to customs regulated categories (such as hazardous chemicals, endangered species). Profitability calculation: Tiered pricing can save about RMB 1,050 in agency fees, and VAT deferral can save RMB 4,200 in capital costs, with a total cost reduction of RMB 5,250,which is much higher than the savings from simple price negotiation. Please note that you must clarify the service scope of the "all-inclusive price" in the contract to avoid subsequent hidden charges.

If the customs declaration link of Shanghai export agencies involves separate charges, you need to focus on the potential hidden costs of customs valuation. If the agency does not pre-audit the consistency of your commercial invoice, purchase contract and packing list in advance, leading the customs to question the declared value, it may trigger deletion and resubmission of the declaration (costing about RMB 500-800 per order), or even launch a customs audit, which will not only incur additional audit coordination fees, but also lead to cargo detention at the port, resulting in port detention fees of about RMB 100-200 per day. When confirming the agency quotation, it is recommended to clearly require the inclusion of "pre-valuation audit service", and compare the historical customs declaration price range of solid wood furniture of the same category in advance to ensure that the declared value is within a reasonable range and avoid valuation disputes. In addition, solid wood furniture is a category requiring fumigation and quarantine. Some agencies include fumigation and quarantine fees in customs declaration services. You need to clarify whether this fee is included in the agency fee in the contract to avoid subsequent extra expenses.

If the agency quotation includes logistics services, you need to clarify whether it covers all costs of shipping space booking, trucking, port handling and bill of lading issuance. Many small agencies attract customers with low prices, but require additional "shipping space guarantee fees" (about RMB 1,000-2,000 per container) when shipping space is tight, or charge bill of lading amendment fees (about RMB 300-500 per time) after the cargo arrives at the port. For your solid wood furniture order, it is recommended to require the agency to provide a "shipping space locking agreement", clarify the shipping space price and locking validity period, and avoid temporary price increases during peak season space shortage. At the same time, you need to confirm the timeliness of bill of lading issuance. If the delay in bill of lading issuance by the agency leads to the customer's failure to clear customs, the resulting port detention fees and customer claims shall be borne by the agency, and the liability division shall be clarified in the contract. In addition, solid wood furniture is prone to moisture damage, so you need to confirm whether the agency includes value-added logistics services for moisture-proof reinforcement. If not, you need to negotiate the fee standard in advance.

From the perspective of cross-border taxation, export agency fees can be deducted pre-tax for corporate income tax, but you need to ensure that the invoices issued by the agency are compliant. If the agency issues an invoice in the name of "service fee" but does not clearly mark "export agency service", you may not be able to enjoy the corresponding tax deduction. In addition, for your solid wood furniture order, if exported through general trade, you can enjoy the export tax refund policy. If the agency's tax refund service fee is charged separately, you need to confirm whether it includes tax refund declaration, tax correspondence handling and fund advance services. Some agencies provide "tax refund advance" service, charging an advance fee of about 1%-2% of the tax refund amount. If your tax refund amount is about 13% of the cargo value (about USD 19,500), the advance fee is about USD 195-390. You need to evaluate whether the return from unlocked capital covers this fee. It is recommended to prioritize agencies that include full-process tax refund services to avoid tax refund failure due to untimely tax correspondence handling.

In the foreign exchange receipt and payment process, if the agency's fee includes foreign exchange settlement services, you need to clarify whether it includes exchange rate locking and foreign exchange settlement fees. Many agencies settle foreign exchange at the real-time exchange rate, but do not inform the exchange rate fluctuation risk in advance. If the exchange rate drops sharply, you may lose thousands or even tens of thousands of RMB. For your USD 150,000 order, it is recommended to require the agency to provide "exchange rate locking service", and lock the settlement exchange rate when signing the agency contract to avoid losses caused by exchange rate fluctuations. In addition, you need to confirm whether the agency's foreign exchange receipt and payment channels are compliant. If offshore accounts are used for foreign exchange receipt and payment, you may face inspection risks from the State Administration of Foreign Exchange. You need to ensure that the agency conducts cross-border RMB payments through the CIPS system, or US dollar receipts and payments through compliant SWIFT channels. At the same time, you need to confirm whether the settled funds can be directly transferred to your corporate bank account and whether there are additional transfer fees.

When signing the export agency agreement, you need to focus on the clarity of the fee clauses to avoid charging disputes caused by vague contract terms. Many agencies use vague expressions such as "relevant fees" in the contract, and then charge additional fees on this basis. For your solid wood furniture order, it is recommended to clearly list all charging items and amounts in the contract, including agency fees, documentation fees, customs declaration fees, logistics fees, settlement fees, etc., and indicate "no other hidden charges". In addition, you need to confirm the liability clauses for breach of contract. If cargo detention, tax refund failure or customer claims are caused by the agency's mistakes, the agency shall bear all losses, including cargo value, port detention fees, customer liquidated damages, etc. At the same time, pay attention to the exclusivity clause in the agency contract. If the agency requires you to only export through it within a certain period, you need to evaluate whether this clause will affect your subsequent cooperation choices and avoid falling into a passive position.

If the agency quotation includes inspection response services, you need to clarify whether it includes labor costs for on-site inspection and sample testing fees. Solid wood furniture is a key inspection category by customs. If the agency does not check your cargo packaging and fumigation certificate in advance, leading to unqualified fumigation found during on-site inspection, it may incur sample testing fees (about RMB 2,000-3,000 per time) and container unloading inspection fees (about RMB 1,000-1,500 per container). It is recommended to require the agency to check the validity of the fumigation certificate and the compliance of the packaging before container loading to ensure that the cargo meets customs inspection requirements. In addition, if the customs requires sample submission for testing during on-site inspection, you need to confirm whether the agency includes the relevant costs of sample testing and cargo storage fees during the testing period to avoid subsequent extra expenses. At the same time, you should require the agency to arrange professional on-site personnel to accompany the inspection to ensure the smooth progress of the inspection and avoid cargo detention due to improper response.

For cargo that is prone to moisture damage and collision such as solid wood furniture, if the agency includes packaging services, you need to clarify whether it meets the packaging standards for international transportation. Many small agencies use ordinary carton packaging, leading to moisture damage to the cargo during transportation and customer claims. It is recommended to require the agency to provide IPPC-compliant fumigated wooden crate packaging, or reinforced packaging with moisture-proof film and buffer bubble wrap. You need to clarify whether this packaging service is included in the agency fee in the quotation. If charged separately, confirm the price standard (about RMB 1,000-2,000 per 20ft container). In addition, you should require the agency to provide MSDS report preparation services. If your cargo is exported to the US, it must meet the relevant requirements of the US EPA. If the MSDS report preparation fee is charged separately, it is about RMB 500-800 per copy, which should be clarified whether it is included in the contract. At the same time, you need to confirm whether the packaged cargo dimensions meet the loading requirements of the container to avoid additional container modification fees due to oversized dimensions.

For the tax refund service in export agency fees, you need to focus on the completeness of document filing and tax correspondence handling. If the agency does not file documents in accordance with tax requirements, or responds untimely to tax authority correspondence checks, it may lead to tax refund failure, resulting in a loss of about 13% of the cargo value (i.e. USD 19,500). It is recommended to require the agency to include "full-process tax refund service" in the quotation, covering all links such as document collection, filing, pre-declaration, formal declaration and tax correspondence handling. In addition, you need to confirm whether the agency will check the "consistency of four flows" (fund flow, invoice flow, cargo flow, contract flow) in advance. If the four flows are inconsistent, it may trigger a tax warning, leading to delayed or failed tax refund. For your solid wood furniture order, you need to ensure that the purchase contract, invoice and export declaration cargo information are consistent, and the agency needs to check in advance to avoid tax refund risks caused by inconsistent information. At the same time, you need to confirm whether the agency provides real-time feedback service for tax refund progress, so that you can grasp the tax refund situation in time.

From the perspective of supply chain cost, the level of export agency fees should be evaluated in combination with the overall supply chain cost. If the agency can provide end-to-end services of "logistics + customs declaration + tax refund + foreign exchange receipt and payment", although the rate is slightly higher, it can reduce the coordination cost of each link of the supply chain. For your solid wood furniture order, if you choose an agency with a lower rate but split services, you may need to coordinate logistics, customs declaration, tax refund and other links by yourself, resulting in additional communication costs and coordination risks, and even leading to cargo detention at the port. When evaluating agency quotations, it is recommended to adopt the "total cost accounting method", include agency fees, logistics fees, customs declaration fees, tax refund service fees and potential risk costs into the accounting, and choose the agency with the lowest total cost. In addition, if you have stable export orders in the future, you can sign a long-term cooperation agreement with the agency to obtain more preferential tiered pricing and further reduce supply chain costs. At the same time, you need to confirm whether the agency can provide real-time supply chain data feedback, so that you can optimize inventory and order scheduling.
