On June 6,2023,the National Agrarian Health Service of Peru submitted Notification G/SPS/N/PER/1011 to the WTO.This notification contains a draft resolution on the phytosanitary requirements for importing Chinese - produced tomato (Solanum lycopersicum) seeds.The deadline for comments is August 5,2023.

According to this notification,Peru has put forward strict mandatory quarantine requirements for importing Chinese - produced tomato seeds.

(1) The goods must have a phytosanitary import license issued by the National Agrarian Health Service of Peru,which should be obtained by the importer or relevant parties before shipment.

(2) The seeds must originate from production sites or nurseries registered and approved by the national plant protection organization of the country of origin.

(3) The imported goods must be accompanied by an official phytosanitary certificate from the country of origin,including additional declarations and pre - shipment seed treatment methods.This certificate proves that the seeds originate from plants evaluated by laboratory analysis techniques and are free from relevant pests or contamination.

(4) Regarding packaging regulations,Peru requires that the packaging be new and used for the first time,free from soil and any materials other than the authorized products,and the product name and country of origin should be properly marked on the packaging.

(5) At the entry points in Peru,phytosanitary inspections will be carried out on the goods.

(6) Phytosanitary inspectors will collect seed samples for testing to rule out the presence of pests listed in the additional declarations.During this period,the goods will be detained,and the testing costs will be borne by the importer.

The customs reminds Chinese export enterprises that,on the one hand,they should pay attention to the relevant quarantine requirements of Peru,improve the export traceability system,and strengthen the detection and prevention and control of relevant pests during production; on the other hand,they should apply for relevant certificates before export and cooperate with relevant departments in relevant quarantine and testing work to avoid affecting the export of tomato seeds due to non - compliance with quarantine requirements.
