Recently,the State Administration for Market Regulation issued an important announcement,deciding to implement mandatory CCC certification for "lithium-ion batteries and battery packs," "portable power supplies," and "power supplies." I.Overview of the Mandatory CCC Certification System
China Compulsory Certification (CCC certification) is a product conformity assessment system established to protect consumers personal and property safety,as well as national security.All products listed in the CCC certification catalog must undergo certification and bear the corresponding certification mark before being manufactured,sold,imported,or used in other business activities.
II.New Requirements and Effective Dates
1.From August 1,2024,products such as "lithium-ion batteries and battery packs","mobile power supplies",and "power supplies" that have not been CCC certified and are not labeled with certification marks will not be allowed to be manufactured,sold,imported,or used in other business activities.
The new regulations require all enterprises producing or importing the aforementioned products to submit detailed information to the EPA regarding the use,production volume,handling,exposure,and hazards of the products.
In addition to the above products,the new Compulsory Product Certification Catalog includes products from 16 other major categories,covering a wide range of items such as wires and cables,motors,household appliances,electronic products,vehicles,agricultural machinery,firefighting products,building materials,and childrens products.
III.CCC Certification Application and Customs Clearance Process
Declaration of Cataloged Products: should select "11-Within 3C Catalog" in the goods attribute column of the International Trade Single Window,and add the "China Compulsory Certification (CCC) Certificate," filling in the certificate number.
In the International Trade Single Window,select 12-Non-3C Catalog in the Goods Attribute field.In the International Trade Single Window,"12-3C Non-Catalog" should be selected in the goods attribute field.
For items such as diplomatic goods,aid materials,exhibition items,or ATA Carnet goods,select 13-No Need for 3C Certification. If the items are for diplomatic personnel,aid,exhibition,or ATA carnet goods,"13-No Need for".
For products intended for special purposes such as scientific research,repair,exhibition,or full export,submit a CCC exemption application to the market regulatory authority and obtain an exemption certificate.During declaration,select 11-3C Cataloged and add Exemption Certificate for Compulsory Product Certification.If the product is intended for special purposes such as scientific research,maintenance,exhibition,or complete export,a CCC exemption application must be submitted to the market regulatory authority,and an exemption certificate must be obtained.When declaring,select "11-3C Catalog" and add "Exemption Certificate for Compulsory Product Certification."
IV.Key Considerations and Response Strategies
Starting from August 1,2023,designated certification bodies have begun accepting certification applications for products newly included in the compulsory product certification catalog.
2.For imported goods subject to verification management,the consignee must apply for verification from the inspection and quarantine authority at the customs declaration location and enter the license number in the "Single Window" system.
Customs will implement online verification,and products without CCC certification will be handled according to law.
