From May 1, 2024, China will implement new regulations on the export of precursor chemicals, adding 24 new types of chemicals to the control list. Exporters are required to strictly comply with the new policies, and exports to specific countries will require licensing. China will also strengthen supervision and international cooperation in this regard.

The Ministry of Commerce and Others Adjust the Catalogue of Precursor Chemicals Exported to Specific Countries (Regions),

April 23,2024In order to strengthen the export management of precursor chemicals and ensure that these chemicals are not misused for illegal purposes,the Ministry of Commerce,jointly with the Ministry of Public Security,the Ministry of Emergency Management,the General Administration of Customs,and the National Medical Products Administration,has decided to make important adjustments in accordance with the Interim Provisions on the Export of Precursor Chemicals to Specific Countries (Regions).This adjustment mainly involves the List of Precursor Chemicals Exported to Specific Countries (Regions),and the specific adjustments are as follows:

Overview of List Adjustment:

24 types of chemicals such as hydrobromic acid are newly added to the List of Precursor Chemicals Exported to Specific Countries (Regions).This adjustment is based on the assessment of the international situation and the response to internal regulatory needs to prevent these chemicals from being used in illegal pharmaceutical activities.

Effective Time:

The adjusted catalog will officially take effect from May 1,2024.All relevant enterprises and individuals are required to strictly abide by the new regulations and ensure that all export activities comply with the latest policy requirements.

Export Regulations for Specific Countries:

As of the effective date of the announcement,the export of precursor chemicals listed in the catalog to specific countries such as Myanmar,Laos,and Afghanistan must apply for corresponding export permits in accordance with the Interim Provisions on the Export of Precursor Chemicals to Specific Countries (Regions).For exports to other countries (regions),although no permit application is required,enterprises still need to handle exports in accordance with international trade practices and relevant Chinese laws and regulations.

Permit Application Process:

Exporters need to submit export permit applications to the Ministry of Commerce or its authorized local commercial departments,including detailed cargo information,destination,purpose description,and end - user certificates.The application materials must be detailed for strict review.Incomplete or non - compliant applications will not be accepted.

Strengthened Supervision:

Enterprises and individuals that violate the regulations will face legal consequences,including but not limited to fines,revocation of export licenses,and even criminal liability.

Cooperation and Information Sharing:

All departments will strengthen cooperation and share information with international organizations and relevant agencies of other countries to improve supervision efficiency and prevent risks.Enterprises should also enhance their compliance awareness,actively participate in national regulatory policy training,and keep informed of the latest policy trends and compliance requirements.
