On June 19,2024,the Canadian and Danish governments respectively issued the latest trade regulations related to quantum computing and advanced semiconductors,aiming to strengthen export controls on these cutting-edge technologies.
Firstly,the Canadian government issued Exporter Notice No.1129 - Amendment to the Export Control List: Quantum Computing and Advanced Semiconductors.According to this notice,Canada has added five controlled items related to quantum computing and advanced semiconductors to its Export Control List (ECL).Starting from July 20,2024,any export of these items from Canada to countries and regions other than the United States will require an export license.The introduction of this measure reflects the Canadian government’s strict control over the export of sensitive technologies to safeguard national security and international order.
On the same day,the Danish government issued Decree No.641 amending Decree No.635 (the "Export Control Act").According to this amendment,the Danish Minister of Commerce is authorized to establish a national control list for certain dual-use items not included in the EU control list.The new amendments primarily concern the export of products such as quantum computers,semiconductors,and microchip production equipment.These products require a license for export.Additionally,Denmark has established new penalty provisions to strictly punish violations of the national control list and serious violations of dual-use regulations,as well as the use of related items for military purposes in countries subject to arms embargoes.The relevant measures will take effect on July 1,2024.
