Pursuant to Chinas Export Control Law and Ministry of Commerce/General Administration of Customs Order No.29 (2005) Dual-Use Items and TechnologiesLicense Administration Measures,along with 2023 PRC Import/Export Tariff,MOFCOM and GAC adjusted the Dual-Use Items and Technologies Import/Export License Control Catalog,announcing revisions via 2022 Announcement No.42.The adjusted catalog took effect January 1,2023,simultaneously abolishing the 2021 Announcement No.48 version.

The revised catalog comprises Dual-Use Items Import License Control Catalog and Dual-Use Items Export License Control Catalog.Listed items/technologies refer to those controlled under PRC Export Control Law,Cryptography Law and related regulations.Regardless of whether HS codes are specified,all catalog-listed items/technologies require dual-use import/export licenses.Where discrepancies exist between catalog descriptions and legal provisions,the latter prevail.
Additionally,radioactive isotope importers must obtain MOFCOM dual-use import licenses after ecological environment ministry approval per Radioisotope Safety Regulations and Dual-Use Items License Measures,presenting licenses for customs clearance.

For the export of the goods listed in the second paragraph by means of processing trade,the export license shall be applied for by presenting the quota certification documents and the goods export contract.Among them,for the export of licorice and its products,and mat grass and its products,the export license shall be applied for by presenting the winning bid certification documents of quota tendering and the customs processing trade form.
