1.Basic Properties of Ethanol

Definition and Uses of Ethanol:Ethanol (commonly known as alcohol) is a flammable,volatile organic solvent with applications in fields such as chemical engineering,healthcare,food industry,and agriculture.

Hazardous properties of ethanol: Ethanol is prone to explosion when mixed with air and is listed as a chemical in the "Catalog of Hazardous Chemicals." Its hazard classification is determined based on flash point and initial boiling point.

II.Determination of Ethanol’s Inclusion in the Catalog

I.Ethanol pure products and formulations:Ethanol pure product refers to ethanol with a purity greater than or equal to the industrial standard.According to the industrial standard for ethanol,industrial ethanol should have a content of ≥95%,and impurities must meet the standard requirements.Ethanol products that do not meet these criteria are considered formulations.

II.Inclusion criteria:Based on the values of ethanol content,flash point,and boiling point,it can be determined whether the ethanol product falls under the category of hazardous chemicals listed in the "Catalog."

(1) Preparations with an ethanol content ≥70%:

According to the 70% principle in the Implementation Guidelines of the Catalog,this type of product falls under the hazardous chemicals listed in Item 2568 of the Catalog.

(2) Preparations with an ethanol content of 70%:

If the flash point and boiling point test data of the product meet the classification criteria for flammable liquids,then the product is classified as a hazardous chemical listed under Item 2828 of the Catalog.

If the test data for the flash point and boiling point of a product do not meet the classification criteria for flammable liquids,then the product is not considered a hazardous chemical listed in the "Catalog."

III.Exemption for Special Circumstances

2828 Item Exemption:Certain ethanol formulations,even if their flash points and sustained combustibility do not meet the requirements of Entry 2828,still need to be managed according to the listed entries because they are chemicals specified in the Catalog.

Specifically listed items:For specific ethanol formulations,the determination of their inclusion status must be conducted in accordance with the requirements of the specified listing entries.

IV.Documents required for hazardous chemicals declaration

Declaration Materials for Imported Ethanol: A business compliance declaration,an explanation of added inhibitors or stabilizers,and a sample of the Chinese hazard communication label are required.

1.Compliance Statement for Imported Hazardous Chemicals Business Enterprises:This is a certification,indicating that the importing enterprise has the right to import the declared hazardous chemicals.

2.Explanation of inhibitor or stabilizer addition:For products that require the addition of inhibitors or stabilizers,detailed information on the actual names and quantities of the inhibitors or stabilizers added should be provided.

3.Sample of Chinese Hazard Communication Label and Safety Data Sheet:In addition to bulk products,all other products require these documents to ensure safe usage and storage.

Export Ethanol Declaration Materials:The following documents are required: the manufacturer’s declaration of conformity,the test results for the performance of transport packaging,the classification and identification report of hazardous characteristics,samples of hazard communication labels,and their corresponding translations.

1.Compliance Declaration for Exporting Enterprises of Hazardous Chemicals:This is a certification,indicating that the exporting enterprise is authorized to produce and export the declared hazardous chemicals.

2.Inspection Result Sheet for the Performance of Transport Packaging for Export Goods:In addition to bulk products,all other products must provide this test result to demonstrate that the packaging materials meet the transportation requirements.

3.Classification and Identification Report of Hazard Characteristics:This is a detailed report on the hazardous characteristics of the product,intended to demonstrate its safety.

4.Hazard Communication Label/Safety Data Sheet Sample:Provide foreign language samples of the product,accompanied by Chinese translations,to ensure that the destination country can accurately understand the hazards of the product and the safe methods of use.

5.Explanation of the addition of preparations or stabilizers:For products that require the addition of inhibitors or stabilizers,detailed information on the actual names and quantities of the inhibitors or stabilizers added should be provided.

In general,for hazardous chemicals such as ethanol,it is necessary to strictly comply with relevant regulations for customs declaration during import and export to ensure safety and compliance.
